Being a San Franciscan, and knowing how San Franciscans operate, I’d be willing to bet dollars to Happy Donuts that that is tobacco that has been removed and discarded in order to roll a blunt.

It’s the tobacco from a Swhisher Sweet. The leavings are removed and marijuana is put in. You question is solved.
